So i made some dystopian advertising, and i mostly used CC - author must be named samples from freesound.org + a non-comercial but broadcast licensed speaker from fiverr. So can i upload this here with attributions to be used for non-comercials?

You will need to check with the speaker from fiverr what rights you won on the material. And if they're okay with sharing it in CC-BY-NC 4.0. (Creative Commons - Attribution (BY such n such) - None Commercial)
When uploading derivative work have to match the more restrictive license or be more restricted if you so wish.

Under CC4.0 rulebook : If supplied, you must provide the name of the creator and attribution parties, a copyright notice, a license notice, a disclaimer notice, and a link to the material.
This must be in the description for your sound.

By the rulebook again a disclamer : In 4.0, you must indicate if you modified the material and retain an indication of previous modifications.

In practice, ask the person on fiverr if they're okay with a upload here on freesound and if they're good with the licensing. Match the license of the material you used. Give credits similar to here https://freesound.org/people/Headphaze/sounds/544453/

+street cred if you leave a comment on the sounds you used thanking them and sharing your sound that's always appreciated! Using the "remix group" feature by "add sound source" while uploading your sound will also share them an E-mail saying it's been used.
+street cred for sharing the raw sound of the speaker too, if they allow it.

The caveat though is Freesound is a sound platform, and not a podcast/song/audiobook platform. There's some leeway mods give as the lines between sound, music, jingle, noise, instrumental, stem etc... is blurry.
I think your dystopian advertising (parody? like a advert in GTA's radio?) will be accepted; especially if it's built with Freesound's sounds. Though it could depend on a few factors such as length, how "personal project" it is vs a thing people could use, and how the moderator handling your ticket interoperates it as fitting in the guidelines or not. So no promisses but I think your odds of it passing is good smile

Soo... is there a automatic attribution thingy? As in i upload it, it pattermatches the files, and concots a attribution html tag + license.
Lazy devs be /rest/ less i know.

You'll have to attribute and fill the description manually.
