Hi, I have not posted anything yet, and was wondering what the rules about creating drums that sound as close as possible to another drum that costs money to use. Is it OK for me to do this?

Thats is fine.

As a general rule, if you record it yourself then you can upload it here. Excluding commercial music and live performances where permission has not been given to record and publish online.
