can i modify the sounds under the CC0 1.0 license and use them in sample packs?

Hi there

Technically yes you can. But the only thing about CC Zero licenses is that you cannot claim that you were the author of the material. However, I presume you're modifying the sounds so they might be an original derivative.

You'll be okay

CC0 acts as a license from the affirmer granting the public an unconditional, irrevocable, non exclusive, royalty free license to use the work for any purpose.
