I want to make a sound with the "Sampling +", in which I seen from sounds made around 2007, but the license won't pop up on the menu. Any reasoning?

It's an outdated license type which is no longer used. Some sounds have it because the Sampling+ agreement was the one they took and assigned when they uploaded their sounds. So old sounds keep it, but no new sounds can get it.
